§ 57A-3. Membership; terms; vacancies.

    Said Commission shall consist of 11 members, 10 of whom shall be appointed by the Mayor, with the approval of a majority of the Common Council. The terms of the members whose terms were authorized prior to January 1, 1987, are as follows: two members' terms expire December 31, 1990; two members' terms expire December 31, 1991; and one members' term expires December 31, 1987. The terms of those five members appointed by the Mayor whose terms were authorized subsequent to January 1, 1987, shall be as follows: one member for a term to expire December 31, 1987; two members for terms to expire December 31, 1988; and two members for terms to expire December 31, 1989. The terms of all members appointed by the Mayor shall be for five years commencing on January 1, and the Mayor, with the approval of a majority of the Common Council, shall appoint successors to those members whose terms expire on December 31 of each such year. The Mayor may, with the approval of the Common Council, fill any vacancy for the balance of the term of such vacant position. "Vacancy," as used herein, shall be deemed to result upon the expiration of the term of a member or the resignation, removal from the City of Norwalk or the death of any member. Nothing herein shall prohibit reappointment by the Mayor of a member at the expiration of his or her current term.
    B. 
    In addition to the 10 members appointed as set forth above, the Common Council of the City of Norwalk shall appoint one member to serve on the Commission for a period of two years, for a term concurrent with the tenure of the Common Council.
    C. 
    All members shall be electors of the City of Norwalk and shall serve without pay.
